NASL Fall 2003 Fees

  • $135.00 Division I, II or III Affiliation and ability to schedule ten NASL games.
  • $125.00 U9 or U10 Division III Rec-Plus Affiliation. Includes end of season tournament.
  • $50.00 - Division I or II NASL Affiliation Only – includes listing on website and NASL benefits but no additional games (other than ASA state scheduled league games) may be scheduled.
  • $75.00 Division I or II Affiliation and ability to schedule five extra games on NASL fields.
     

Please note that teams that are not affiliated with NASL can NOT use NASL fields or schedule games or referees through NASL or NASOA.

2003 State League Tournament Format

  1. Qualifying Tournament
    • August 8, 9 & 10
    • Rankings will be based on points and evaluations.
    • Will split games by ages; U13, U14, & U15 will play Friday night & Saturday morning and U16 and above will play on Saturday night & Sunday morning. LOC will meet each night to review results and work on brackets.
    • The maximum number of teams per age bracket will be nine (9).
    • Teams will play in age pure brackets. No playing up an age bracket.
    • Teams will play four games :
    • U-13 and above will play 40 minute games
    • Brackets will be posted by Monday for teams to accept or decline by midnight, Tuesday, August 12.
    • All teams, excluding Fall Region III Premier League participants, who wish to play D-I will participate in the Qualifying tournament. “Mandatory for Division I play.”
    • Home & away league games may be affected by qualifying tournament results.
       
    1. Entry Fee: $200 per team
       
    2. Evaluator recruitment: Each club will be asked to submit three names with their respective qualifications and team history. Assignments will be made such that an evaluator will not observe his own team age or gender. Two evaluators would be assigned per field with substitutes available in the event an evaluator must leave to coach a team.

      Fields would be assigned based on age groups in order to keep evaluators with the same age group throughout the event.
       
    3. Rules and format –Teams will be assigned their first two games prior to arriving for their games. Coaching recommendations, prior team performance history, and level of experience will be used in arranging the first two matches.
      Subsequent matches will be assigned based on the first two game results and will be set up as competitive as possible with winners playing winners, etc.

      Points:
      *Any team scoring 24 points total on a 10 point system will automatically qualify for D-I.

      6 points for a win
      3 points for a tie
      1 point per goal for up to 3 points
      1 point for a shutout
      * Any team not reaching 24 points will be considered for D-I based on evaluations and LOC review.
       
  2. Division I
    • Admission via the qualifier; exemption is Region III League participants.
    • League will consist of a maximum of 6 games.
    • A maximum of 9 teams will be selected per age group.
    • Cross age brackets, if necessary, will be determined by the LOC following the qualifying tournament.
       
  3. Snickers’ State Cup
    • Division I teams only
    • Only top 6 teams from league play will be permitted.
    • No preliminary games – seeding will be based on League standings.
    • Format TBA; the number of teams per age group will affect format. Every attempt will be made to avoid single elimination games.
       
  4. Mandatory League Play for state tournaments
    • Teams will play age pure; i.e. no cross over games. Exceptions require LOC approval and must be deemed necessary in the interest of player development.
    • Exception is Region III Fall League participants.

State League Guidelines


General Provisions:

  • Only teams in good standing with the state association are permitted to participate in the state leagues.
  • Division I teams must register for their age bracket. Based on the results of the Qualifying Tournament a team may be asked to play in a higher age bracket. Division II teams may request to play up 1 year. Cross over games between ages will be decided by the LOC.
  • The first obligation of all teams will be to league matches.
  • Teams may only play one State League match per day.
  • All teams playing within the state league are required to submit a performance bond at registration. This bond will be cashed and refunded at the end of the season. Each team will be sent a registration form in the Spring and each must note on that application if they will or will not be playing in the Spring. Once the form is returned to the State office, then for those teams not returning to State League refunds for Bond payment will be refunded at that time. NO REFUNDS WILL BE MADE FOR THE FALL TEAMS AFTER THE START OF SPRING SEASON. NO EXCEPTIONS… For teams returning in the Spring, bond payments will be refunded at the end of the Spring season. Errors in judgment such as inappropriate cancellations, disciplinary matters, are examples of reasons for loss of your bond.
     

Game Day

  • The first team on the schedule is the home team. The home team must change jerseys if there is a conflict as determined by the head official. Both teams should provide a game ball to the Head Official prior to the start of the match.
  • No player, coach or team will be permitted to play without current 2003-2004 laminated player pass containing a recent photo and proper signature. Player passes for each team member along with a photocopy of the team’s approved roster will be required at each game.
  • There are no guest players in league play.
  • In the event of bad weather, the Home team is responsible for verifying the status of the game. Contact the field coordinator and/or field condition hotline in sufficient time to notify the visiting team. In addition, the Home team will communicate with the field coordinator to verify that the officials or assigner has been notified of the game cancellation. Failure to do so may result in loss of fees.
  • Should a team forfeit a match (this includes late cancellations), they will forfeit their performance bond and may be penalized further by the LOC after review of the circumstances. No team will be permitted to play after a reduction in bond until the full amount is on deposit with the state.
  • It is the responsibility of each team to verify their schedule and all league policy.


Misconduct

  • All ejections are to be recorded on the game card and should be verified by the Head Official. All referees should complete a referee report on the red cards issued and submit the report to AYSA office immediately. The State will maintain a log of all red cards ejections (two points). Any team receiving 8 points during a given season will automatically be reviewed by the Disciplinary committee to determine if further action should be taken. Please refer to article 3:04:13 MISCONDUCT POINTS, League Operation Rules and Regulations.
  • Coaches who are ejected from a match are to leave the field before the game will continue. Either the team’s club Director of Coaching or an adult properly rostered on the team must take over the coaching responsibilities of the team before the game can continue. Failure to meet this requirement will result in the game ending. The player’s pass will be returned to the appropriate team administrator after being noted on the game card. It is the responsibility of the coach to sit the player out the next sanctioned game and record it on the game card. If a game is cancelled due to weather or by the official, for proper cause, the player must sit out the next regularly scheduled game.
  • League regulations regarding carryover of suspensions and misconduct points, penalties for failure to comply with League rules, and appeals for disciplinary action are described in the Rules and Regulations, Article IX, Section 3:09:15 of ASA Constitution. Rules regarding cautions and ejections apply to all league coaches.

Score Reporting

  • Game cards will be the responsibility of the home team. A copy can be downloaded from the ASA website. Prior to the match each card must be labeled with the date, age group, team name & colors, game time, field location, and coaches’ names. The game card will be completed and signed by the head official. It will include all pertinent game information including cautions and ejections with the respective player’s jersey number, name and Red Card Report. Players sitting out should be identified to the Head Referee before the start of the match and recorded on the game card. Incomplete information or failure to submit game card will be the responsibility of the home team.
  • The home team will be responsible for mailing the game report to AYSA – 19220 Highway 280, Birmingham, AL 35242. This must be done within 48hr of game time. To facilitate postings for DI scores, the home team will e-mail the game results by 9 pm the night of the game to lynn@alabamayouthsoccer.org . She will post all results on the AYSA website as soon as possible. Violations of the home team not reporting the scores for DI matches could result in forfeiture of bond money. Verify your results against those posted on the web. Please contact Lynn Bertovic at the state office 205-991-6822 within one week of your game concerning any errors in the results posted.

Scheduling

  • Each team is responsible for having one representative attend the scheduling meeting:

  • The state cannot be held liable for errors in scheduling committed by team representative. Once the team agent submits his/her team’s schedule to the state it is final. Any adjustments made in the league schedule after the scheduling meeting will be solely at the discretion of the LOC.
  • Teams will select suitable dates for matches given the league restrictions of one match per day and season time frame. It is the responsibility of each team to coordinate their state league schedule with individual and team conflicts. Make sure your representative is aware of any conflicts the team has (church outings, school functions, test dates, etc.). The LOC will determine the suitability of all selected dates.
  • All league fees will be due in their entirety before a representative may participate in the scheduling session. (Referee fees will be collected the day of the scheduling meeting.)
  • State League games should primarily be played on Saturdays and/or Sundays. Weeknight matches are not encouraged but will be allowed.
  • Once dates have been selected, games will be stacked to maximize usage of fields and officials. It will be the responsibility of each team to verify the location and time of their matches once the schedule is completed.
  • A new team will be defined in the Rules as having less than 11 returning players.

Reschedules and Weather-Related Cancellations

  • Elective reschedules must be identified and presented to the State Administrator at least two weeks in advance of the original scheduled match. The LOC reserves the right to deny requests disruptive to the league or unreasonable in nature. A $75 rescheduling fee must be received by the State Office 48hr prior to the new date or the team will be penalized and the match terminated. Suggested reschedule dates must permit 10 days to 2 weeks notice for field and official scheduling.
  • Games cancelled due to inclement weather must be arranged between opponents and tentative dates announced within two weeks of the original date or game fees will be forfeited. Teams not honoring their selected schedule in manners such as, but not limited to, a late cancellation (see VIII), and no-show; will require a forfeit of the bond, or a portion thereof. The severity of the infraction may warrant further penalties including, but not limited to, team or coach suspension, additional fines, or restriction from the state championships. The team and possibly club will be placed in bad standing with the State association until further notice.

Division I

  • Ages: U 13 through U19
    • Standings will be kept for all brackets and used in determining which teams will advance to Snickers.
    • A State League bracket can have no more than 9 teams.
    • Region III teams will play no more than 4 State League games
    • For Region III teams playing State League games, a win/loss for them will be considered 2 wins/losses however; the State League team playing the RIII team the loss will not affect their standings if there are more than 4 State League teams in an age bracket.
    • RIII teams playing in State League automatically qualify for Snickers Cup. If a bracket has RIII teams in that bracket then the teams advancing to Snickers off points will be less the RIII teams.
      Example:
      U14 has nine in the bracket and 3 are RIII teams, then only 3 State League teams can advance off Points to the Snickers tournament and that would give your six teams advancing to the Snickers tournament.
    • A maximum of 6 teams will be chosen to participate in the Snicker’s State Cup for each age.
    • DI State League standings will follow the following point system:

      3 points – win
      1 point- tie
      0 point – loss

      Tie Breakers:
      Head to Head
      Goal Differential
      Fewest Goals allowed
      Most goals scored
      Shoot Out

    • DI State League ends on October 26, 2003
    • No substitution or re-entry limitations

Qualifying Tournament

  • All teams wishing to play Division I must participate in the Qualifying Tournament except for Region III teams.
  • All teams will play 2 days in a row with U13-U15 playing on Friday night and Saturday morning and U16 and up on Saturday night and Sunday morning.
    U13-U15 will play 1 game on Friday evening and 3 games on Saturday
    U16 and up will play 2 games Saturday afternoon and 2 games on Sunday
  • All teams will play 4 games
  • All games will 40 minutes
    • 6 points for a win
      3 points for a tie
      1 point per goal up to 3
      1 point for a shut out
  • Any team reaching 24 points will automatically qualify for Division I
    Any team not reaching 24 points will be considered for DI based on evaluations and LOC review.
  • League Placement will be based on:
    • Points earned through qualifying tournament performance
    • Written evaluation/justification from LOC and staff
  • Teams must enter within their age bracket. Except for U12 teams trying to qualify DI. Adjustments will be made by LOC following the qualifier if warranted. Game assignments will be adjusted throughout the tournament to optimize evaluations.

     
  • Snickers State Cup—November 1 & 2, 2003

    Round Robin Format
    No Preliminary Games
    Teams wishing to participate in Snickers State Cup must abide by the roster freeze date of October 22, 2003. Registration deadline for Snickers Cup is October 3, 2003.
    The tournament is open to DI teams only that qualify from their bracket. Top six teams qualify. For those teams not qualifying for Snickers due to their State League standings will be refunded their Snickers entry fee and may apply by October 28, 2003 to play in the DII tournament in their appropriate age bracket. U-12 teams playing in DI are not eligible to play in Snicker Cup, they must play their own age in the DII State Cup.
    Standings are closed on October 26, 2003.
    This tournament is held in Huntsville, Alabama. The fee is $400.
    Scheduling information must be sent to the referee assigner 1 week after the tournament application deadline date.
     

  • Division II State Cup—November 8 & 9, 2003

    This tournament is now open to U11-U18. Teams wishing to participate in DII State Cup must abide by
    The roster freeze date of October 22, 2003. Deadline for entering tournament is October 8, 2003.
    State League DII will end on November 2, 2003.
    Scheduling information must be sent to the referee assigner 1 week after the tournament application deadline date.
    The location for this tournament is Huntsville, Alabama.
    The fee is $350.
     

  • Governor’s Cup—October 25-26, 2003

    Teams wishing to participate in this tournament must abide by the roster freeze date of October 3, 2003. The
    Entry deadline is September 26, 2003. The cost of the tournament is:
    U10 $250
    U11/12 $300
    U13 & above $350
    This tournament is open to all DIII teams only. This tournament is held at the YMCA fields in Montgomery, Alabama. Players must be registered with AYSA. Scheduling information must be sent to the referee assigner 1 week after the tournament application deadline date.

FREQUENTLY ASKED QUESTIONS
 
  1. ABOUT TRYOUTS
     
    What is and is not allowed in contacting players prior to the end of May?
    No coach, team administrator, nor agent representing the team may contact a player, his parent or guardian. Examples of personal contact, but not limited to, are a phone call, E-mail, or letter. General public means of announcing your team or club try-outs are permitted.
     
    Why do we have the timelines for notifying players and submitting paperwork by June 26? Player notification permits players the opportunity to consider their choices if choosing between clubs or if not selected by a desired program. Clubs will have the chance to adjust team selections and players if needed. Paperwork deadlines are critical to preparing and validating team paperwork such as rosters and player passes before the qualifying tournament.
     
  2. ABOUT LEAGUE PLACEMENT
     
    What will happen if paperwork is not turned in on time or a team does not enter the qualifier and wants into D-I?
    Teams that miss the June 26 deadline before July 24 will be required to pay a $250 late fee. After July 24, the division is closed. No team, except Snickers Cup finalists, may play Division I without participating in the evaluation tournament.
     
    How does the LOC view a team that sandbags and plays in DII and runs up the score and then wants to play in the Snickers Cup?
    Match performance and conduct will be monitored throughout the season. Teams that have exhibited poor sportsmanship may be brought before the Disciplinary Committee and be prohibited from entering the State Championship.
     
  3. ABOUT SCHEDULING

    How does a team reschedule a previously arranged match?
    The team coach or manager should contact the LOC chairperson, or league scheduler to request a reschedule. Only matches with greater than two weeks notice will be considered. Requests must be within reason and in the best interest of the team/league. In addition, both teams must agree to the alternative date before field availability and officials will be requested. Once all arrangements have been completed, the team requesting the change must remit the $75 rescheduling fee to AYSA 48 hr prior (or the last business day) to the match.
     
    What arrangements are available for teams scheduled to play that are greater than 250 miles apart?
    Alternate venue sites are available for teams in the extreme parts of the state; negotiations for travel can be made at the scheduling meeting. Because club teams pay for the maintenance and materials on their own soccer fields, guest teams for alternate venues will pay a usage fee the field coordinator on the day of the match. These fees are to compensate for lining and cutting the fields, lights, and materials.
     
    What action, if any, will AYSA or the LOC take for teams who cancel a match to attend a tournament?
    Teams that do not honor the established league schedule, except for approved reschedules or field closures due to inclement weather, may suffer the loss of their performance bond. Additional penalties will be considered depending on the severity of the infraction. Additional fines, coach or team suspension, denial for travel or entry in the state championship are examples of penalties should a breach of ethics, sportsmanship, or competitive obligation be observed.
