NASL Board Meeting
Monday, June 17, 2002

  • Held at the John Hunt Soccer Complex Building

  • 6:30pm on Monday, June 17th, 2002

  • Present at the meeting were Kari Elliott, Ken Gamble, Belton MacCary, Christie Clark, and Marty Eaton.  Also present was Alabama Soccer Association Vice-President Ron Evans, who was at the meeting to inform the NASL of ASA’s plans to enhance Division III soccer in North Alabama.



CALL TO ORDER:
 
      Christie called the meeting to order.  Discussed were the following items:
 

REGISTRATION:

Division I and II teams must register through the State (Alabama Soccer Association).  Registration must be submitted by an affiliated club which meets the 100 player rule.  It may not be submitted by the team. Registration for Division I and II may not be submitted through Cyndi Lindblom, the NASL registrar. NASL is considered a league, not a club, and does not meet ASA’s requirements.
      The following paperwork is due in the AYSA office by June 25th for all Division I and II teams:

  • Team Registration and Intent to Play Form

  • 2002 Member registration forms (grouped together by team) – You must have a minimum of 11 players included at this time.  Other can be added later. Include jersey numbers.

  • Birth certificates for all players who did not play in AYSA State League during 2001-2002 seasonal years. (Grouped together by team)

  • $400.00 Performance Bond

  • Field Commitment Form

  • Evaluation Tournament Fee (only for those teams wanting to play Division I) of $125.00

    Division III teams may register through Cyndi Lindblom or through their own club registrar, at their discretion.  The cost to register and receive player cards through NASL is $12.00 per card for U9 and U10 players and $15.00 per card for those U11 and up.


REC-PLUS LEAGUE CHANGES:

Rec-Plus is now considered part of NASL Division III.  Those U9 and U10 Division III teams may register through NASL Registrar, Cyndi Lindblom, or through their own club registrar, at their discretion.  The cost to register and receive player cards through NASL is $12.00 per card for U9 and U10 players.  U9 and U10 Division III games will no longer be refereed by dual non-certified referees but will be refereed by the three man system as per USSF guidelines. This will probably be one center ref, an assistant referee and a club linesman.
 

FREE REFEREE CLINIC:

There will be a free clinic for young referees who want to become Grade 9 USSF  referees (assistant referees).  The clinic will be held August 3, 2002 at Fern Bell Rec Center.  This clinic will be paid for by the City of Huntsville.  We must have names of ten willing participants no later than June 30th, aged twelve or older, who want to take the course in order for the clinic to be scheduled.  Please e-mail your name and age to Belton MacCary at bblcc74@aol.com or phone (256) 880-6418 if interested. 
 

2002 NASL FEES:

Here are the fees for teams which want to affiliate with the North Alabama Soccer League.  The board specifically tried to hold the fees to the same prices as in the past in order to entice more teams to play.

Division I & Division II teams will pay a $75.00 fee to NASL if they want to schedule five or fewer games through the North Alabama Soccer League. For teams that want to schedule more than five games (up to a maximum of ten games) the fee will be $135.00.  

U11 and older Division III teams will pay a flat fee of $135.00 to NASL to schedule up to ten games through the league. There is no option for fewer games for Division III teams.      

U9 and U10 Division III teams will pay a flat fee of $125.00 to NASL to schedule up to ten games through the league. This fee also includes an end of the season tournament for those teams and the referee fees for that tournament.  Referee fees for games other than the end of the season tournament are not included and will be paid on the field at game time (usually split between the two teams). 

In return for the fees paid by teams to the North Alabama Soccer League:

  1. Teams will be listed and included on the NASL website.
  2. Referees will be scheduled for games through NASOA.
  3. The NASL Scheduler will schedule NASL fields for games and coordinate with NASOA referee assignor for referees.
     

For teams that do not want to schedule fields through the NASL Scheduler and who do not use NASOA referees but still want to be a part of NASL there is now an NASL Affiliation fee.  It is $25.00 per year and allows the team to remain an active participant in the North Alabama Soccer League and to be represented on the NASL website and e-mail list.

All Fees are due at the August 20th, 2002 General Membership and Scheduling Meeting.  Failure to pay fees in full at or before August 20th meeting will keep teams from participating in the scheduling of NASL or interstate play-date games.  Any team which fails to pay the appropriate NASL fee will not be allowed to schedule fields or refs and will not be represented on the NASL website.  This was done to facilitate the payment of NASL fees which in the past was quite a chore for the NASL treasurer to collect.  In recent years some teams have mistakenly thought that since they were playing AYSA Division I or Division II through the state association that they no longer had to pay NASL fees.  That is incorrect.  They must at a minimum affiliate with NASL in order for fields and referees to be coordinated if they play games in North Alabama.  This $25.00 does not cover NASL’s cost (more than $50) but is a compromise which was agreed to by board members.

 

CHARLIE ZARZOUR SCHOLARSHIPS:
Five hundred dollar scholarships were recently awarded to high school seniors who participated in the NASL by the North Alabama Soccer League.  Each U18 team was requested to nominate a senior on their team and that player provided an essay about what soccer had meant to them.  Each essay was rated by the NASL Board.  The winner of the Boy’s Scholarship is Greg Camp.  The winner of the Girl’s Scholarship is Jennifer DiCarlo.

 

ANNUAL ELECTIONS:
Elections will need to be held at the August 20th General Membership meeting.  All offices will be up for election.  Offices that will need to be elected are: President, Executive Vice-President, District Commissioner, Recreational Youth Soccer – Liaison, Scheduling Director, Treasurer, Secretary-Communications Director, Registrar, U12 & U14 Age Group Coordinator, U15-U19 Age Group Coordinator, and Vice-President Coach & Player Development.  We need to encourage each and every club and team to get involved directly as an NASL board member. It was suggested that we have a nominating committee so that each office has at least one qualified nominee.  Please put the word out to your teams to have anyone interested contact a member of the current NASL board. Also any existing board member who does not want to run for re-election or wants to run for another office should let the board know so that we can look for qualified replacements.
      Each board member should have turned a job description of their current position in to Christie Clark by now.  If not please do so as soon as possible so that we can include the job descriptions in our search for board members. 


ENHANCED DIVISION III LEAGUE
Ron Evans spoke about his new mission as Vice-President of Alabama Soccer Association (ASA) to reach out to rural areas to bring in teams to play competitive Division III soccer.  A decision was reached to mount an advertising campaign to reach those areas. That may include a website, small newspaper advertisements, and public service announcements on television.


INTERSTATE LEAGUE
Craig Hardwick was not in attendance so no details were available about the new interstate league.  Craig is going to try to schedule play-dates with teams from other states at certain locations.  Teams that want to be involved will submit a fee of $50.00 and a description of their team including past performances so that they can be matched up as evenly as possible against out of state teams.  This is an exciting concept and will include Division I, II and III teams.  More details will be available by the August meeting.


NASL CALENDAR
It was proposed that the NASL Fall season begin on September 7th and end on October 20th.  Action was postponed until all dates from ASA are known.  


NEXT MEETING
The next meeting will be held at the Brahan Springs Rec Field Recreational Building at 6:00pm on Tuesday, August 20th, 2002.  Belton will reserve the rooms.  Election of 2002-2003 officers will be held at the General Membership meeting as well as any annual NASL business.  Scheduling meetings will be held immediately after the General Membership Meeting.  A representative from all teams should be present.  That includes every age U9 and up in every division I, II and III.   Division I and II teams should know by that time what their schedules are based on their August 17th ASA Meeting and the August 10th Division I tournament.
